ATC Diversified Electronics CMU-120-ASE-20 current monitor is part of the CMU series family.  It is designed to detect under current conditions.  The internal relay is energized when the monitor current is above the preset trip point.  The relay de-energizes when the current falls below the trip point for longer than the adjustable delay.  The delay for the CMU series is incorporated to prevent tripping caused by momentary line dips.  An external CT may be used to extend the range of the current monitor.
